Peer Review Process

All manuscripts submitted to Bulletin of Educational Management and Innovation (BEMI) undergo a rigorous and structured peer-review process to ensure the quality and relevance of each published article. The peer-review process follows recognized publication ethics principles, including the COPE Ethical Guidelines for Peer Reviewers.

  1. Initial Editorial Screening
All submissions are first evaluated by the editorial team to determine their alignment with the journal's aims and scope. Manuscripts are assessed for academic quality, relevance, methodological rigor, language clarity, adherence to the journal's submission guidelines, and similarity using Turnitin. The editorial team reserves the right to reject manuscripts that do not meet these basic requirements or are outside the journal's scope.
  2. Double-Blind Peer Review
Manuscripts that pass the initial screening are forwarded to at least two independent and anonymous reviewers. BEMI adopts a double-blind peer-review policy, in which the identities of both authors and reviewers are concealed throughout the review process to maintain objectivity and confidentiality.
  3. Reviewer Qualification and Assignment
Reviewers are selected based on their relevant academic expertise, research and publication experience, and suitability to the subject of the manuscript. Reviewers must be independent of the authors and free from conflicts of interest. Reviewers are normally given 14 days to complete the review.
  4. Review Criteria and Publication Ethics
Reviewers evaluate manuscripts based on their originality and contribution, theoretical foundation, methodological rigor, validity and clarity of results, quality of discussion and conclusions, relevance of references, and overall academic presentation. Reviewers are expected to provide objective, constructive, and professional comments and to maintain the confidentiality of the manuscript in accordance with recognized publication ethics and COPE guidelines.
  5. Reviewer Feedback and Author Revision
The reviewers provide critical assessments and recommendations regarding the manuscript's content, structure, methodology, and scientific contribution. Feedback is communicated to the corresponding author for necessary revisions. Authors are expected to respond to the reviewers' comments and submit the revised manuscript within the period specified by the Editor. Revised manuscripts may be returned to the original reviewers or additional reviewers when necessary.
  6. Editorial Decision
Once the review and revision processes are completed, the Editor conducts a final evaluation by taking into account the reviewers' recommendations and the quality of the manuscript and its revisions. Based on this evaluation, the manuscript may be accepted, returned for minor or major revision, or rejected. The final decision is communicated to the corresponding author by the Editor.
  7. Confidentiality and Conflict of Interest
The identities of reviewers and the contents of review reports are kept confidential throughout the review process. Reviewers must disclose any conflict of interest and decline the assignment when such a conflict may affect the objectivity of their assessment. Reviewers must not use or disclose information obtained from the manuscript for personal or professional benefit.
  8. Copyediting and Publication
Manuscripts accepted for publication will undergo copyediting and layout editing to ensure consistency, clarity, and formatting in accordance with BEMI's publication standards. The final version will then be published online and made accessible to the public.
